Candace L. Emmert, Executive Director
Candy Emmert has been the Executive Director of Muskingum County Adult and Child Protective Services since February of 2020. She directs an agency of more than 85 employees who are committed to the mission of providing protection and care to the abused and neglected children and adults of Muskingum County.
Prior to taking on the role of Executive Director Emmert was a part of many initiatives that protect children, strengthen families, improve permanency for children and improve overall effectiveness. Emmert has over thirty years of experience in working in Child Welfare. At MCACPS she worked directly with families, as well as with foster and adoptive families.
She is actively involved with Public Children Services Association of Ohio (PCSAO), Family and Children First Council, Ohio Children's Trust Fund, Head Start, advisory groups as well as other various groups that support the Agency's Mission. She is also a member of the Zanesville Daybreak Rotary.
Emmert has lived in Muskingum County most of her life graduating from West Muskingum High School and Ohio University.
